Are car rental companies required companies required disclose charges such as insurance.?

I arranged a car rental, to be picked up at the airport. My online estimate of charges was $435. My final bill was $913. The Alamo rental co. added the extra charges for 2 types of insurance to the agreement without tell me and without my consent. When I got to the airport, they told me to sign the agreement. When I returned the car, i noticed the charges. When I protested, they said too bad; I should have read the agreement carefully. Are car rental companies required companies required disclose charges such as insurance.?
They are supposed to *ask* you about the charges, and let you decline. They are not allowed to just say ';you should have read the agreement';, although you should do that too.

If you paid by credit card, dispute the charge.
