Enterprise is your best bet. They are the cheapest for underage drivers. They just recently changed to restricted ages. I rented a few from Enterprise when I was underage and when I returned the cars in their normal condition, they didn't charge me the extra amount. I'm not saying they won't charge the extra, but it's possible.
