I really doubt you can hire a car there under 21. But anyway check out Rent A Bomb. They're in various locations e.g. Sth. Melbourne, Oakleigh, Richmond. For insurances I am almost certain that you need to be over 21 or maybe even 25.

IF you Hire a car under 21 you pay a higher premium on the insurance. Depending on what area you are in there are also other bomb rentals like hire a Lemon out here in Werribee area
