I'm looking to rent a car in california, but im only 19. Now, i can get my friend (25+) to rent it... but is it possible for me to still be able to drive it somehow?... like pay a surcharge or extra insurance fee? Any Car Rental Agencies that rent to 18-21 year olds in California? ?
Come to Germany and you can rent a car at 18 years and drive at 100mph on the highway.

The only way to rent a car at 18 is if you are a federal government employee or the company you work for has a corporate account with a car rental company and has provided a minimum age of 18 for their employees.
If someone over 25 rented the vehicle, you would not be able to drive it, as the car rental companies require all additional drivers to be 25 or over.
