Cheap,JFK and under 25 are three words that should never be used together in the same sentence. It is against NYS law NOT to rent you a car having said that, NYS law does allow the rental ageny to tack on a fee to their basic rental price for under 25 drivers. Just bite the bullet and rent it from Hertz .

Check with Priceline, but I don't think you can rent a car until you turn 25yrs.
